The Union Cabinet approved the setting up of the National Institute of Mental Health Rehabilitation (NIMHR) in Sehore district, Madhya Pradesh.

On 3rd October 2018, Justice Ranjan Gogoi was sworn-in as the 46th Chief Justice of India (CJI). Justice Ranjan Gogoi was administered the oath by President Ram Nath Kovind. He is the first Chief Justice of India from the north-east. His term will end on November 17, 2019. He replaces Dipak Misra. He hails from Dibrugarh in Assam. He was born on November 18, 1954. In 2001, he started his career as a Permanent Judge of the Gauhati High Court. In 2010, he was transferred to the Punjab and Haryana High Court and became its Chief Justice in 2011. In 2012, he became a Supreme Court judge.

The 31st All India Railways Chess tournament 2018 has started at Tiruchirappalli in Tamil Nadu on October 3. The 4-day tournament has formally inaugurated by General Manager of Southern Railway, SM Kulshreshta. The event is being conducted in Swiss League Format at both team and individual levels. Around 87 players including five grandmasters and 18 international masters from 14 Zonal Railways and seven Production Units from across Indian Railways are participating in the event. The successful players from this tournament will represent Indian Railways in the National Chess Championship to be held in November 2018.

On the 149th birth anniversary of Mahatma Gandhi, the Small Industries Development Bank of India (SIDBI) has launched a National Level Entrepreneurship Awareness Campaign – Udyam Abhilasha, in 115 aspirational districts identified by NITI Aayog in 28 States. The purpose of the campaign is to inspire rural youth in aspirational districts to be entrepreneurs by assisting them to set up their own enterprise. The 6-day campaign would run parallel from 3rd October across India. It would create and strengthen cadre of more than 800 trainers to provide entrepreneurship training to the aspiring youths, encouraging them to enter the admired segment of entrepreneurs. The SIDBI has partnered with Common service centres, e-Governance Services India Limited, a Special Purpose Vehicle, set up by the Ministry of Electronics and IT for implementing the campaign. SIDBI is the principal financial institution for the promotion, financing and development of the MSME sector.

Pakistan and Saudi Arabia have signed a MoU where Saudi Arabia has committed to set up a state-of-the-art oil refinery in the southwestern province of Balochistan. The proposed 500,000-barrel per day refinery is estimated to be completed with an investment of about USD 8 to 9 billion. The refinery will be set up at Gwadar.

The Mahatma Gandhi International Sanitation Convention (MGISC) has recently concluded in New Delhi on October 2. The purpose of the 4–day event was to share sanitation success stories and lessons from the participating countries. In it, Prime Minister Narendra Modi and United Nations Secretary-General António Guterres addressed the convention. MGISC is organised by the Ministry of Drinking Water and Sanitation to mark the beginning of the 150th birth anniversary celebrations of Mahatma Gandhi. The convention also coincides with the fourth anniversary of the launch of Swachh Bharat Mission. 53 Ministers of Sanitation from around the world and more than 160 international representatives from 68 countries participated in the convention. The international conference brings together Sanitation Ministers and other leaders in WASH (water, sanitation and hygiene) from around the world.

On October 3, 2018, India launched ‘Operation Samudra Maitri’ in Central Sulawesi Province of the Republic of Indonesia. Its objective is to assist victims of earthquake and tsunami in Indonesia. The humanitarian assistance operation consisted of the two IAF Aircrafts, C-130J and C-17 along with medical personnel and relief material. The aircrafts also had tents and equipments to set up a field hospital along with medicines, generators and water. Also, 3 Indian Naval Ships – INS Tir, INS Sujatha and INS Shardul set sail for the to carry out humanitarian assistance and disaster relief (HADR).

The State Bank of India has slashed the daily withdrawal limit on its classic debit card from Rs 40,000 to Rs 20,000. There is no change in the daily withdrawal limits on other cards. The new limit will be effective from October 31, 2018.

On October 2, 2018, on the eve of Gandhi Jayanti, Andhra Pradesh Chief Minister N Chandrababu Naidu launched the ‘Mukhyamantri Yuva Nestham’ scheme in Amaravati. According to the scheme, an amount of Rs. 1000 will be given as monthly unemployment allowance to eligible jobless youth of the state. It would also provide skill training to 10 lakh youth and 260 training partners have been appointed for this purpose. The training partners are from the countries of: Singapore, UK and Germany.

India has been ranked 5th, jointly with Hong Kong and Thailand, in terms of the largest pictorial warning on cigarette packs with 85% of both sides of the packets covered, according to latest Canadian Cancer Society report. As per 2018 report, Out of 206 nations, Timor Leste has the largest warning on cigarette packages in the world with 92.5% on front and back, followed by Nepal and Vanuatu with 90% and New Zealand at fourth with 87.5%.The Cigarette Package Health Warnings: International Status Report 2018 highlighted that 118 countries worldwide have made pictorial warnings mandatory, representing a global public health achievement, and 58% of the world’s population is covered by this regulation. The current report is the 6th Canadian Cancer Society international report on cigarette package health warnings. The report released in Geneva at the 8th session of the Conference of the Parties to the WHO Framework Convention on Tobacco Control (FCTC) revealed that there was tremendous international momentum for plain packaging of tobacco.

United States, Canada and Mexico have agreed to upgrade the North American Free Trade Agreement with United States-Mexico-Canada Agreement (USMCA).

Dr Susane Giti has been appointed the first-ever female major general in the 47 years history of Bangladesh. She was presented with the rank badge of Major General by Bangladesh Army chief General Aziz Ahmed and Quarter Master General Lt General Md Shamsul Haque on September 30. Currently, she is the HOD of pathology department of Armed Forces Medical College. According to the Inter-Service Public Relations (ISPR), Giti joined the medical wing of the Bangladesh armed forces in 1986 as a captain. She was also the first woman to pass FCPS degree in Hematology in 1996.

On September 30, 2018, the state Cabinet of Madhya Pradesh approved the proposal of induction of Niwari district in the state. It became the 52nd district of the state. IAS officer Akshay Kumar Singh has been appointed as the first interim District Collector of the district.
